You know, it's the funniest thing, but I think you're right.
Beyond the people who originally proposed the partnership idea, my priority is to recruit wardens who were inmates before anyone else if they're at all suited for the work.
Even wardens who were inmates can be useless at best. My first warden was a former inmate and there is no chance I would recommend her for a partnership program.
If I were you? Ask inmates which of their temporary wardens were actually useful. For me? It was none of them. If they have a temporary warden who actually gave a damn and treated the situation less like babysitting? I'd ask them first.
