Norton's mind starts to weave around the two opposing groups causing Neal problems right now--the people who tried to kidnap him and the FBI--and wonders if he can arrange mutual extermination. But before he goes too far down that rabbit hole, he reminds himself of all the ways a plan like that could go wrong, not the least of which is that Neal probably wouldn't want the entire New York FBI office killed.
